wayback machine bulletin page detailing the terms and prizes for the receipt giveaway .wich included a deck of the psychonauts cards with either the whispering rock tee or plasma ball.
It seems the cards were both available via receipt as well as through EB games when you preorderd a copy of psychonauts. they were also offered with a tye die shirt that Gamestop exclusive for preorders more details here
